CAPITAL PROJECT PRIORITIZATIONProblem: A large urban medical center had a backlog of hundreds of capital improvement projects and a limited capital budget. Projects were selected for completion based on political clout and vocal proponents. Selected projects often did not address the organizational goals and mission.
Solution: A decision model was developed using pair-wise decision theory. This model quantified a prioritization strategy that reflected organizational goals and mission as they related to capital projects. This prioritization strategy was applied to the backlog of capital projects to identify those with highest business importance.
Results: Capital budgets were more efficiently spent on projects that addressed organizational goals. Automation of the project prioritization process greatly reduced the effort to create capital budgets plans.
